The NFL owners’ meeting in Phoenix confirmed the Rooney Rule, announced a flag‑football league aimed at the 2028 Olympics, and approved new kickoff rules including on‑side kicks at any time.

The annual owners’ gathering in Phoenix, held between free agency and the draft, saw Commissioner Roger Goodell reaffirm the league’s commitment to the Rooney Rule and announce a new flag‑football league to showcase at the 2028 Los Angeles Olympics.

Goodell also unveiled several rule changes, most notably allowing on‑side kicks at any time, and introduced a contingency plan for replacement officials this season.
