Woods, 50, passed a breathalyzer test with zero alcohol content but refused a urine test. Sheriff John Budensiek said Woods showed signs of impairment despite explaining his previous injuries and surgeries. No injuries were reported in the incident that occurred on Beach Road at 14:00 local time.
