McVay's main proposal aims to treat tipped backward passes that cross the line of scrimmage similarly to fumbles in specific situations, including at the end of halves, under two minutes remaining, during fourth downs, and on PAT or two-point attempts.
The Rams coach acknowledged the rarity of such plays but noted their significant impact when they occur. 'If it doesn't go through, I'm not losing any sleep over it,' McVay stated. The team has also proposed a 40-second limit on booth reviews to prevent lengthy delays similar to what preceded the review of Seattle's failed two-point conversion.
